ATA Carnets are accepted for postal traffic under the condition that the ATA Carnet should contain a description of the goods giving the possibility to identify these goods.
ATA Carnets are accepted for transit (with the exception of goods transported from the customs clearance point of the Republic of Belarus to the customs clearance point of another state – a member of the Eurasian Economic Union, including through the territory of a state that is not a member state of the Eurasian Economic Union).
The goods under cover of an ATA Carnet can be transferred only by the Carnet holder himself or his representative. In accordance with this rule, the transfer of unaccompanied goods is possible only if the carrier has the documents proving his warrant (i.e. a letter of authority or a full power of attorney).
Languages in which Carnets should be completed
Russian/Belarusian or English. The Customs may require a translation of the general list of goods if it is compiled in a language that is not the state language of the Republic of Belarus (Russian/Belarusian).
Customs offices
All points of import and export of goods transported across the customs border of the Eurasian Economic Union in the Republic of Belarus, which are republican customs clearance points, as well as departmental customs clearance points for customs operations and customs control for certain types of goods, are entitled to handle ATA Carnets during their normal opening hours, but
PLEASE NOTE: it is necessary to take into account the specialization of customs clearance points, as well as the fact that the goods indicated in the ATA Carnets are not goods for personal use.
